Description

Objectives

• To be responsible of Special Equipment Safety Management at BACH, to ensure that the PRC Special Equipment Safety Way and other related regulations are fully implemented; to ensure pressure vessels (including gas cylinders), pressurized piping, elevators, lifting equipment, safety devices, vehicles etc are operated safely, efficiently and reliably, and ensure that the procurement, fabrication, construction, commissioning, operation, inspection, repair, modification and disposal of Special Equipment are in compliance with applicable laws and regulations
• 负责巴斯夫化工有限公司特种设备的使用安全管理，贯彻执行国家特种设备法和其它相关安全技术规程，确保本公司特种设备的使用安全、可靠；确保特种设备的采购、安装、验收、运行、检验、维修、改造、报废等各环节，符合国家相关法律法规的要求。

Main Tasks

• （1）组织建立特种设备安全技术档案；Establish safety & technical file of Special Equipment
• （2）办理特种设备使用登记；Handle all Special Equipment registration
• （3）组织特定特种设备操作规程；Establish operation procedure for some particular Special Equipment
• （4）组织开展特种设备安全教育和技能培训；Conduct Special Equipment Safety education and training
• （5）组织开展特种设备定期自行检查；Organize periodic self-check of Special Equipment
• （6）编制特种设备定期检验计划，监督落实定期检验和隐患治理工作；Compile periodic inspection plan of Special Equipment, and supervise its execution and hidden peril elimination
• (7)按照规定报告特种设备事故，参加特种设备事故救援，协助进行事故调查和善后处理；report all incidents of Special Equipment, if any. participate in rescue of Special equipment accident, help with investigation and proper treatment;
• （8）发现特种设备事故隐患，立即进行处理，情况紧急时，可以决定停止使用特种设备，并且及时报告本单位安全管理负责人；when any defects with potential damage to Special Equipment are discovered, correct it immediately; In emergencies, may decide to shut-down it, and meanwhile, report to the head of Special Equipment Safety management;
• （9）纠正和制止特种设备作业人员的违章行为。Intervene and correct all violation behavior of operators
• 作为特种设备专家，同时担当如下任务:
• (10) 会同亚太区工程部，确保新建项目的特种设备，使用前取得使用登记证。Work together with A-FTA to ensure that all the new special equipment of new Capex Projects are resisted and the certificates obtained before in service;
• (11) 负责与政府部门的 联络、沟通，随时准备执法检查和突击检查；Interface with related governmental department, be ready for all kinds of enforcement inspection and spot check.
• (12) 组织特种设备老大难问题 的技术攻关，找出根本原因及解决办法。Lead bad actor program, trouble-shooting, root-cause analysis for repeated failures or high-profile incidents
• (13）会同特检院专家，优化检验方案。尽最大努力减少装置停车时间。Work together with inspectors to optimize the inspection plan, try best to avoid or shorten plant shut-down time.
• (13) 对装置停车大修提供技术支持Technical support to plant turnaround
• (14) 对巴斯夫“保温层下的腐蚀”项目提供技术支持Support Asset managers to implement CUI (corrosion under insulation) initiative for each plant;

Requirements

• Education: Bachelor degree or above;
• Working Experience: 10 years' maintenance experience on Mechanical equipment in petrochemical industry;
• Technical & Professional Knowledge:
• Familiar with related special equipment standards and regulations issued by The State.
• Solid knowledge about typical Special Equipment in chemical plant;
• With Certificate on Special Equipment management (A1, 3, 5, 8) is preferred;
• Good computer skill, CAD, Office; English skill;
