This position is based at BASF PETRONAS Chemicals' Sdn Bhd, a RM3.4 billion joint venture that combines the innovative strengths and capabilities of two well-established Fortune 500 companies, BASF SE (60%), the world's leading chemical company and PETRONAS (40%), Malaysia’s fully integrated energy company with a wide network of operations around the world. With the current growth in our downstream portfolio, we are integrating the most powerful minds and talented high achievers to drive our outstanding performance as a global leader in the chemical industry OBJECTIVES To govern contactor management for the services scope within the maintenance and engineering organisation. MAIN TASKS

  • Demonstrate leadership in the implementation and enforcement of Company’s HSE programme and actively participates in HSE activities. Lead closure of HSE findings and continuous improvement programs in the area of responsibility.
  • Implement contractor governance and compliance role in the technical scope, including but not limited to Scaffolding or Lifting and Rigging (compulsory), Painting and Insulation, Civil Maintenance and Industrial Cleaning.
  • Plans and performs ad hoc audits on quality and completion of work in the area of responsibility. Thereafter, actively follows up until close of audit findings.
  • Ensures that work is performed as per industry and company standards, and in full compliance with HSE requirements.
  • Acts as a focal point for contractor interfaces under the area of responsibility, and becomes the 1st point of contact for resolving matters arising from contractor performance issues.
  • Responsible for managing contractor non-conformances, including follow-up on corrective actions.
  • Drive improvement initiatives based on contractor performance evaluation and feedback.
  • Keep abreast with the latest advancement in the technical maintenance discipline (technology, regulatory) and ensure practical implementation by BPC.
  • Lead the technical effort in contracting and procurement activity to ensure that the best technically qualified and commercially robust contractor is selected.
  • Responsible for developing scope of work, technical specifications and catalogue.
  • Lead Contractor Claim Investigation and ensure closure of investigation.
  • Other tasks as assigned by Management and Superior.

REQUIREMENTS

  • Degree in Mechanical Engineering / Engineering / Technical or an equivalent from a recognized university. Candidate with Master Degree would be an added advantage
  • Possess a minimum of 5 years (Masters) or 10 years (Bachelor) experience in services work – Scaffolding or Lifting and Rigging, in an oil & gas or petrochemical plant environment, with a minimum 3 years in a leader capacity
  • Good understanding and application of the following areas - Scaffolding or Lifting and Rigging (compulsory), Painting and Insulation, Civil Maintenance and Industrial Cleaning.
  • Demonstrate capability in auditing of contractor work and managing contractor performance.
  • Good understanding and application of contracting and procurement process in an oil & gas or petrochemical environment, and able to lead both the technical development of scope of work, technical catalogue; as well as development of commercial strategies.
  • Proficient in Microsoft Office applications and SAP.
  • Demonstrate personal effectiveness and characteristics of a self-starter, proactive and strong focus in delivery and results.
  • Strong interpersonal skills and able to communicate clearly (oral and speech) in both English and Bahasa Malaysia.
  • Able to work under intense pressure in a fast paced environment and deliver within tight deadlines.
